Sometimes we want the front end of our blog to be translated for the users, but keep the backend admin panel in English. Admin in English with Switch does just that. It lets you switch your backend administration panel to English from admin toolbar, even if the rest of your blog is translated into another language. This plugin allows turning English language on and off for each user’s back-end independently.

Checking if all the strings in your plugin or theme are translatable can be a tedious task. Pig Latin helps you 
by translating all messages to <a href="http://en.wikipedia.org/wiki/Pig_Latin" rel="nofollow ugc">Pig Latin</a>. For example Edit Pages is translated to Editay agesPay.
Text in Pig Latin is both noticeably different than English and readable. This way you can spot strings, which aren’t translatable, while the interface is stil usable.

I don't understand why this plugin has so few active installs, as it's an enormous benefit for plugin developers.

What an excellent little plugin test tool! It makes it very easy to check for strings that missed being wrapped up for localisation. It's going onto the checklist!
