On sites that have custom post types defined, it might be desired that when publishing (i.e., changing the status to publish) an additional post be created informing of this event. For example, in a site a defined post type could be project, and the ordinary posts are used as a news feed. This plugin can be used so that when a user creates a new project, the user is requested to create the announcement post. Additional to this plugin, a great companion can be one of the plugins that post to social networks, so that the announcement also gets propagated to these.
The usage of this plugin is quite simple. Only for the post types configured for announcements, when pressing the Publish button a modal box will appear, with fields to edit the announcement title and content. Once the post is in publish status, the announcement modal box will not appear anymore for any edits done the original post.

General Settings
Layout settings to set how the notification is displayed within your page:

<li>Position – Where do you want the bar to show on the page?</li>
<li>Push Content – Whether or not the bar pushes the page to avoid hiding content</li>
<li>Initial State – Is the bar opened or collapsed when the page loads?</li>
<li>Remember State – Remember the state of the bar across page refreshes. If a visitor closes the bar, when they refresh the page again, it will stay closed.</li>
<li>Expire State – Set a duration in days, before the state expires. If a visitor had previously closed a bar, when they refresh the page again, it will once again be opened.</li>

Toggle Button settings. The toggle is the small button on the side of the notification with an icon, that collapses or dismisses the notification. To disable the toggle button, select a Toggle Shape of “None”.

Foobar is great little plugin for adding simple notification bars, announcements and call to action bars to websites. 

The admin interface makes it very easy to set up notification bars and have them appear on one or more pages using the provided shortcode.  

For a first version of the plugin it already has a very good number of features and having chatted with the development team I know there are many more new features and improvements on the way.
