Plugin registeres simple widget within wordpress blog, that allows any visitor to change background 
color of theme. Actually it doesn’t change theme’s css file, but renders some style tag to user 
browser, that change the color locally. 
New background color associates only with user, that setted the color, and it tracks from cookie. 
So, if first visitor sets background color to ‘Rose’, second visitor can choose ‘Lime’ and third can 
leave that attribute to default and everyone get what they want at same time. 
If blog visitor sets background color to ‘Default’, browser explicitly deletes the cookie. Otherwise, 
cookie deletes itself after 30 days. 
Widget uses 4 ‘web-safe’ colors – #00FF00 (lime), #00FFFF (bluegreen), #9933FF (violet) and
FF0033(rose).

BGColor Setter plugin sets up the widget, that allows any visitor of blog to dynamically and graphically change the background color.

Background changer will appear as a sub-menu in the Settings Menu In your Wp-Admin Control panel by the name of BG Changer. There you will have a page where you can select a background color or you can set a link to an image that will repeat itself on the background. You can modify up to 5 tags. 
WARNING! 
1. if image exists, the background color will not be taken into consideration. so be sure to clear image link if you want to use just colors. 
2. the order of the tags matter if you use the same tag twice with the same properties, it will show the values of the last one
IF YOU WANT TO SHOW DEFAULT BACKGROUND uncheck the “Plugin is active” checkbox and plugin will not make any changes to your design. 
JsColor script (http://jscolor.com/) is used to provide color panel.
