Rouergue Creation Top Notice Bar allows you to display a clean, lightweight, and customizable 
notice bar at the top of your WordPress site.
The plugin provides a modern React-based settings page, built with official WordPress 
components, making it easy to configure the content, appearance, visibility, and scheduling of the notice bar.

<h3>Settings Page</h3>
After activating the plugin, a RCTNB Settings page is available in the WordPress admin area. 
This page allows you to configure:
Content & Behavior
<ul>
<li>Message displayed at the top of the site(Use plain text or HTML in your message)</li>
<li>Enable or disable the notice bar</li>
<li>Optional scrolling text (right to left)</li>
<li>Adjust the scrolling speed based on message length</li>
<li>Enable a fixed position for the notice bar</li>
<li>Option to hide the notification bar on mobile(≤ 480px)</li>
<li>Enable a call-to-action button </li>
<li>Open the call-to-action link in a new tab</li>
<li>Enable close button </li>
<li>Enable a cookie when closing the notification bar</li>

Appearance
<ul>
<li>Text size</li>
<li>Text, background, and button colors</li>

Scheduling
<ul>
<li>Enable scheduling for the notice bar</li>
<li>Define a start date and time</li>
<li>Define an end date and time</li>
<li>The notification bar will only appear automatically during the selected time and date range</li>

Visibility
<ul>
<li>Choose how the notice bar visibility is handled</li>
<li>Exclude the notice bar from selected publications</li>
<li>Or display the notice bar only on selected publications</li>

User targeting options:

<li>Public: display the notice bar to all visitors</li>
<li>Connected users only: display the notice bar only to logged-in users</li>
<li>User roles: display the notice bar only for selected user roles</li>
<li>Specific user accounts: display the notice bar only for selected users</li>

👉 Once enabled and configured, the notice bar is automatically displayed 
at the top of your site.
<h3>Theme Compatibility</h3>
The plugin is compatible with:
<ul>
<li>Classic themes</li>
<li>Block themes</li>
<li>Themes using static or fixed headers</li>
</ul>
The notice bar relies on the WordPress core wp_body_open hook to be displayed correctly.
If a theme (or child theme) does not include this hook, the notice bar will not appear.
<h3>Fixed Header Compatibility</h3>
If your theme uses a fixed or sticky header, the notification bar must also be enabled in fixed position in order to be displayed correctly. 
The header is dynamically repositioned below the notification bar. 
The page content is adjusted to prevent overlap. 
The WordPress admin bar (when present) is fully taken into account.
