<p>Using the Classic Editor, click on the [PDF] button above a post to upload and embed a CopySafe PDF document at the current cursor possition. When inserting protected PDF object, the necessary shortcode is inserted.</p>
<p>You can upload new PDF class documents or select from a list of already uploaded documents. The shortcode can be copied and used on other pages by editing the file name.</p>

Yes, this WordPress plugin is provided for free, and yes you need the Copysafe PDF software to take advantage of proper protection. Otherwise you will find that this plugin works perfectly and that you can upload PDF created from the demo version of their software. All you need to do is learn to read and follow the instructions.
Re expense, have a look around and see if you can find a comparable PDF protection solution for less than 10 times the price of this one.
