<p>The message can be configured direcly when editing a post. There is a box ‘Update message’ added on the left.</p>
<p>In addition, you may use a shortcode [maj update=’dd/mm/yy’ expire=’dd/mm/yy’]xxx[/maj]</p>

WordPress Notification Bar

I have been using a notification bar plugin with just 1000 downloads and I decided to change to something that has more downloads thinking it would have more featured. But this plugin barely has any options unless you get the PRO version. I'm not sure why the others have given it 5 stars. It barely has any options.
