If the development version is not available then a message is displayed at the top of the plugin install page.</p>

<p>The Plugin Reinstaller plugin enables the bulk plugin reinstall. Just activate the plugin and select <code>Update</code> > <code>Bulk Actions</code>. Deactivate the plugin if you do not use.</p>
