1. First, install CSV Importer & Exporter.
2. Extract the Import-Users.zip in wordpress/wp-content/plugins using FTP or through plugin install in wp-admin.
3. Activate the plugin in the WordPress plugin list.

1. What Users import can do?
   The Users can be imported along with all meta data using this addon. Please note, this add-on requires the parent plugin https://wordpress.org/plugins/wp-ultimate-csv-importer/ to be installed.
