CST One Click Disable Comments and RSS Feed provide one option to completely disable the commenting feature in WordPress. 
When you enable this option:

<li>All comments box from frontend website are hidden (in their place wordpress inserts the saying “Comments are closed”);</li>
<li>All comment related widgets are disabled;</li>
<li>All comments links in Admin Menu are hidden;</li>
<li>All comments links in Admin Bar are hidden;</li>
<li>All comments related metabox “Recent Comments”, “Discussion” etc. are hidden from the WordPress Dashboard;</li>
<li>Comments settings page will be hidden;</li>
<li>All existing comments will be hidden</li>
<li>All comments and trackbacks for any post type are hidden</li>
<li>Any user trying to access comments page is redirected to the admin dashboard</li>

When you enable this option:

this limitation, in which case just disable CST One Click Disable Comments plugin (because it hide comment menu ^_^), delete all existing comments and re-enable this plugin.
As the name says, this plugin disables any comment system in one click, so it is not indicated if you need selective comment management (native wordpress feature)

Disable Comments

I originally used the "Disable Comments" plugin. However, when it started spamming the WordPress dashboard with its notifications requesting to track data, I switched to "Disable Comments RB", which was a huge improvement.

A little while back, "Disable Comments RB" added advertisements to their settings page. I continued to use it because most of my clients will never see that page, and I never visit it after setting up the plugin. However, now this plugin places a brightly colored icon in the main WordPress menu.

Why does a plugin with a total of one option (and an option you will likely never change) need a top-level menu item? And why brightly colored, so it stands out like a sore thumb?

...unless it is there to get people to click on it so they can see the ads on the settings page.

Sadly moving on

Latest update (v1.0.14) introduces advertisments.

Moved from the Disable Comments plugin to this, to get rid of the ads.

I will be switching to a non-adware plugin again.

Updated from 2 stars to 1, since last update introduced yet another unwanted item, this time a root-level menu item.

All it does is hook into the admin to hide comments control, and stop pages from displaying comments....basically another layer of code that has to be loaded and run for every single requests.
