Activate the maintenance mode by navigating to plugin settings and then try to access website in various browsers, you will be able to see the website in normal mode if you are logged as a WordPress user.

Who will be able to view your website even when it is under construction?

The visitor who had login can only view the website even when it is under construction. And the person who is logged out will only be able to see the maintenance mode page or a coming soon page. What your logged-out visitor will see depends on the mode that you have chosen.

Why the coming soon page still shows even when the plugin has been deactivated

This is a problem with caching. You can clear the cache by visiting the caching plugin’s settings page.
